Visible women-centric spends made the speech: Annan Seer (₹812 crore), Thai Maaman baby ring (₹560 crore), Thai Care (₹23 crore), Anganwadis, and land-support language for women agricultural labourers. The loud campaign cash transfer for women household heads did not.

Marie Wilson has publicly described a difficult fiscal inheritance and talked of needing time for a turnaround. State Own Tax Revenue is projected to grow around 9.8%, with commercial taxes still the backbone. A liquor-cess line in the order of ₹16,000 crore has figured in Budget coverage — a reminder that welfare optimism still rests on familiar revenue sources.

The 717 TASMAC closures ordered in May (100-days timeline) sit awkwardly beside liquor-cess dependence. Prohibition politics and excise arithmetic have fought inside every Tamil Nadu Budget since retail monopoly consolidation in 2003.
Opposition leaders, including Leader of Opposition Udhayanidhi Stalin and AIADMK's Edappadi Palaniswami, attacked the Budget as "rebranding."
